A message from the Ministry for Primary Industries (MPI) regarding animal welfare

Ministry for Primary Industries (MPI) is seeking feedback on proposed regulations designed to take the next step in improving our already strong animal welfare system.

The proposed regulations cover live animal exports, the care of and conduct towards animals as well as surgical and painful procedures.

To ensure we get the best rules possible, we need your feedback.

Consultation runs from 14 April until 19 May 2016.

Information on the proposals and how to have your say can be found at the Ministry for Primary Industries website atwww.mpi.govt.nz/animalwelfarefeedback.

We will have a series of public meetings taking place across the country, details of these meetings can be found under 'public meetings' at the link above.

The proposed regulations have come about following amendments to the Animal Welfare Act last year. The new rules are focused on keeping pace with scientific knowledge and good practice. They also provide new offences and penalties for low to medium level offending against animals.

Please note that there are a number of new proposals that are directed to the Equine Sector under the following headings in the document attached (click here):

  • Care of and Conduct towards Animals (Section 10 – pages 36-37)
  • Surgical and Painful Procedures (Section 12 – pages 102-105)
We draw you attention specially to the 'Surgical and Painful Procedures' part of the document as some Breeders may be affected.

If you have concerns you can make your own submission to MPI, or contact me with what your concerns are.

Kind regards,

Michael Martin
